Türk Sosyal Güvenlik Reformu çerçevesinde genel sağlık sigortasının temel özellikleri ve değerlendirilmesi

Abstract

Türk Sosyal Güvenlik Sistemi yaklaşık 60 yıllık bir geçmişe sahiptir. Bu geçen süre içinde dünyadaki ekonomik gelişmelerin çok sistemin işletilmesiyle ilgili hatalardan dolayı Türk Sosyal Güvenlik Sistemi tıkanma noktasına gelmiştir. Yapılmasının zorunlu olmasının toplumun tüm tarafların a istisnasız kabul edildiği Türk Sosyal Güvenlik Reformu 1 Ekim 2008 tarihinde yürürlüğe girmiştir. Bu makalede sağlık hizmetleri üzerinde durulacağından Sosyal Güvenlik Reformu ile oluşturulan Genel Sağlık Sigortası üzerine yoğunlaşılacak.Genel Sağlık Sigortası Türk Sosyal Güvenlik Sistemi için yeni bir kavram olmakla birlikte gelişmiş Batı Avrupa ülkelerinde çok uzun bir tarihsel geçmişe sahip ve oturmuş bir sistemdir. Genel Sağlık Sigortası geniş bir konu olup bu makalede sağlık hizmetlerinden yararlanmada getirdiği kolaylıklar ve yükümlülükler vurgulanmaya çalışılmıştır. Bu kolaylıklar ve yükümlülükler sağlık hizmetini kullanacaklar açısından irdelenmiştir.

Turkish Social Security System has a history of about 60 years. During this period more than the economic developments in the world because of mistakes connected with the management of it Turkish Social Security System arrived at the point of congestion. Fulfillment of which accepted as a must by all parties of the community Turkish Social Security Reform entered into force on 1 st October 2008. As health services will be dwelled upon in this arıicle General Health insurance formed by the Social Security Reform will be intensified on. Although General Health insurance is a new concept for the Turkish Social Security System it is an established system with a very long historical past in tlıe developed West European countries. General Health insurance being a matter of wide expansion, facilities and obligations it brought into the utilization of health services have been tried to intensified upon in this article.These facilities and obligations have been studied from the point of view of the future users of the health services.
