Bölgesel kalkınmada endüstriyel simbiyoz uygulamaları: Bursa Eskişehir Bilecik Bölgesi örneği

Abstract

Sürdürülebilir kalkınma, dünyanın gündeminde önemli bir yer teşkil eden temalardan biridir. Bu bağlamda, küresel ölçekte sürdürülebilir kalkınmaya yönelik strateji belgeleri oluşturulmaktadır. Türkiye’de de bu stratejiler ile uyumlu olarak ulusal planlar hazırlanmaktadır. Ayrıca yerelde sürdürülebilir kalkınmanın teşvik edilmesi amacı ile Kalkınma Ajansları tarafından bölgesel çalışmalar yürütülmektedir. Sürdürülebilir kalkınmanın boyutlarından biri de, çevresel boyuttur. Bu tez çalışması, sürdürülebilir kalkınmanın çevresel boyutunda yer alan temalardan biri olan “Endüstriyel Simbiyoz” konusunu ele almaktadır. Çalışmada Endüstriyel Simbiyoz (ES) kavramı ve tarihsel gelişimi, uluslararası uygulamalar ve Türkiye’de daha önce yürütülen benzer çalışmalar üzerinden açıklanmaktadır. Çalışma, TR41 Bursa Eskişehir Bilecik Bölgesi’ndeki endüstriyel simbiyoz uygulamalarına yönelik farkındalık düzeyini ölçmeyi, endüstriyel simbiyoz uygulamalarının ekonomik, çevresel ve sosyal kazanımlarını ortaya koymayı, bölgede endüstriyel simbiyoz uygulamalarının gerçekleştirilmesinde karşılaşılan sorun ve kısıtları tespit etmeyi, endüstriyel simbiyoz uygulamalarının sürdürülebilirliğine ve yaygınlaştırılmasına yönelik bölgesel stratejilerin belirlenmesini ve sonuç olarak bir yönetim modeli önerisi getirilmesini amaçlamaktadır.

Sustainable development is one of the most significant themes on the world's agenda. Accordingly, strategy documents for sustainable development are being prepared on a global scale. Consistent with this strategy, the national plans are being prepared in Turkey. In addition, regional studies are carried out by Development Agencies in order to promote sustainable development at the local level. One of the dimensions of sustainable development is the environmental dimension. This thesis focuses on “Industrial Symbiosis” which is one of the themes in the environmental dimension of sustainable development. Thesis firstly makes Industrial Symbiosis (IS) description and defines the historical development of IS by introducing international practices and similar studies carried out previously in Turkey. Study aims to measure the level of awareness of industrial symbiosis applications in TR41 Bursa Eskişehir Bilecik Region, to determine the economic, environmental and social gains of industrial symbiosis applications, to identify the problems and constraints encountered in the realization of industrial symbiosis implementations in the region, to define regional strategies for the sustainability and dissemination of industrial symbiosis practices and finally to improve a management model proposal for IS implementations.
